Marco Rubio calls on Cuba dissidents to PARTNER with CIA.

USA Secretary of State Marco Rubio's October 23, 2026 X statement urging Cubans seeking change to pursue a "discreet partnership with the CIA" amid frustration with government corruption and unfulfilled promises.

Rubio's public appeal, posted from his official State Department account, aligns with Trump administration efforts to intensify pressure on Cuba's communist regime, including recent sanctions and Trump's rally comments about potential naval positioning near the island.

Cuban officials responded by mocking the unusual open recruitment tactic, with the CIA also amplifying the message via a Spanish-language video on contacting the agency.
